1. In small saucepan over lo heat, combine cornstarch, water, sugar, soy sauce, vinegar, garlic, ginger and ground black pepper. Simmer, stirring often, until sauce thickens and bubbles.
2. Preheat oven to 425.
3. Put chicken in greased 9×13” baking dish. Brush chicken w/sauce.
4. Bake for 30min. Turn pieces over, and bake another 30min. Brush w/sauce every 10min during cooking.
